National Assembly Passes Biological and Toxin Weapons Convention Implementation Act 2024

What Is This Bill About? 

Pakistan’s National Assembly has passed the Biological and Toxin Weapons Convention (Implementation) Act 2024, a law aimed at preventing the development, production, or use of biological weapons in Pakistan.

The law implements an international agreement signed by Pakistan to stop dangerous biological weapons worldwide.

What Are Biological Weapons?

Biological weapons include harmful bacteria, viruses, or toxins that can cause disease or death in humans, animals, or plants.
The new law strictly bans their misuse. 

What Is Now Illegal?

Under the new law, no person or organization can:

  • Develop or manufacture biological weapons

  • Store or transport such materials

  • Import or export biological weapon technology

  • Help or finance biological weapon activities 

Strict Punishments

  • Using biological weapons → Life imprisonment

  • Producing or supporting them → Up to 25 years jail and heavy fines

  • Assets used in such crimes can also be confiscated 

 New Monitoring System

The law creates a system to ensure compliance:

Central Authority – Oversees implementation
Oversight Committee – Monitors compliance
Enforcement Agencies – Investigate and take action
