Pakistan’s National Assembly has introduced the National University of Pakistan (Amendment) Act, 2026 to amend the National University of Pakistan Act, 2023 and revise the tenure and renewal mechanism of the Rector of the National University of Pakistan.
The amendment seeks to modify Section 12(6) of the National University of Pakistan Act, 2023 to provide a three-year tenure for the Rector, with a provision for yearly renewal of the incumbent Rector for up to an additional two years, subject to approval by the Chairman and a supporting resolution of the Board.

The amendment modifies Section 12(6) of the National University of Pakistan Act, 2023.
Under the proposed amended provision, a Rector shall be appointed for a tenure of three years on such terms and conditions as may be determined by the Board or prescribed by the statutes.
The amendment also introduces a specific mechanism for renewal of the incumbent Rector’s tenure.

• The Rector will be appointed for a tenure of three years

• Renewal will require the Chairman’s approval and a resolution of the Board supporting such renewal
The Chairman may also call upon the Board to reconsider such a resolution once.
What Was the Previous Provision?
According to the Statement of Objects and Reasons, the Rector was appointed under Section 12(6) of the National University of Pakistan Act, 2023 for renewable terms of four years.
The amendment proposes to replace this arrangement with an initial three-year tenure and a limited renewal mechanism for the incumbent Rector.
Why Was the Law Introduced?
The National University of Pakistan Act was enacted on 18 April 2023 to establish and develop a single platform for colleges operating under the Federal Government Educational Institutions Directorate.
The university was established to address issues arising from different schemes of studies, admission and examination policies, and varying evaluation and grading criteria faced by students in Federal Government colleges when transferring to other universities.
The Statement of Objects and Reasons states that the proposed amendment was suggested by the Chairman, Board of Governors, and is intended to facilitate the smooth functioning of the university.
